1. Total factor penalty = sum of all penalties for a given factor for a given period
2. Total user penalty = weighted sum of each [Total factor penalty]
3. User's risk factor = [Total user penalty] / Total trip's distance for a given period
4. User's risk factor is converted to 100-scale
